INTENT/PURPOSE/PEOPLE

At Monthly Cycle End - Reality: New Ways of Doing Things

NST-II lists 14 institutional roles and responsibilities (Parliament, Cabinet... to Local Government Ministry & Institute of Statistics). Koribisubizo has had a brief interaction with National Umushyikirano Council (...through a few events). By nature of their structure and reach, these 14 roles and responsibilities are too far to/from grassroots. The closest they go down to villages is through local administrative structures which never, never arrive to deliver!

Koribisubizo's prime and overarching "purpose and intent" is to take the leaders of the 14 (and more...) institutional roles and responsibilities to grassroots at least once each month (D-Day Umuganda) and for a few minutes on other days (Day-to-Day Umuganda) to think and take action to start and advance citizen participation for self-determination, as prescribed in laws, policies and best practices...

Non-stop information sharing and being informed as to the problems of the people we lead is the national # 1 game changer... Marketing, Mobilizing, Organizing or Getting Organized, to Inform or be Informed, to Share (Give, Receive, Exchange...)...

Koribisubizo Engages individuals and teams on matters of Governance, compliance and management standards setting.

Successful implementation requires enhanced coordination, stakeholder engagement, and integrated planning, supported by systems for real-time performance tracking and data-driven decision-making.

To Institutional Role Leaders add: Participation/Engagement of Institutions of Citizens at Grassroots, Takes Precedence!

The 14 NST II Institutions at the helm of Rwanda's modernization drive.

Include the Judiciary and the Province realms. Koribisubizo is engaging as "National Umushyikirano Council" at National level. Joint Action Development Forum (JADF) is "closest insitution" we seem to get to "village households".

Exclude National Leadership Retreat, Permanent Secretaries (PS) Forum, Development Partners, Ministerial Clusters, Sector Working Groups, City of Kigali & District Councils, Ministerial Establishments & Statistics because Koribisubizo engages them elsewhere.
