Sector establishments start the up-line string/chain of pubIic servants who, at best claim/promise to give services to the people - through - backwards to the cell head and Irembo who may have proper identity data... very often not...
Village Councillors are by and large ignored... last heard of/about after elections if any..., or after a voluntary engagement...
Cell head is a civil servant, so he is actually the "traditional village chief...). Village(s) based organizations, associations, cooperatives, departments, sections, extentions... teams, groups... like itorero etc... and village heads - literally live in subordination to this "lowest of the civil servants...".
Village head is continuously prompted for information from up-line establishments (From highest level national public service and leadership individuals...) right up to lowest of down-line individuals - the disabled children!
Households - public service unsubstantiated claims that they are engaged for anything!

Household as a recognized Institution
All village based groups - of activities, enterprises, businesses... on matters of information, voluntarism etc... and work etc..., have an obligation to commit allegiage to the people through their ellected village head, his councilors and any support he is able to ganner!
The Cell head is the support servant - under matrix management (currently supported by AI...), he should enjoy reporting/answering to a dozen or so village heads. For this he is even given a computer and some transport.
A Cell head who is not humble enough and will not find the village heads to support their genuine leadership /management needs/chores is, and has proven to be a liability to the nation!
Reports, Outcomes, Events... are documents that should list what we saw/are seeing did/are doing, .said/are saying..., have followed/are following and tracked/are tracking... in values, numbers..., gains, losses... rights... wrongs... In relations, interactions, data, periodically after some work and/or computer output data/results !
To track people and performance (High Tech jobs/projects...) - you need to back-trace Action Plans to Vision as in Legacy above, then break them... further (Decompose/analyze...) into ever smaller/tinier digital tasks... ultimately to tiniest (0/1), then back-trace Maintenance to Planning... the seven software development lifecycle (SDLC) for Application Develoment.
