Impediments to problem solving are many and largely complex but almost always include: unchanging beliefs/values, lack of insight, lack of competencies, short term thinking, lack of readiness to do the required effort and invest resources, impatience, our drivers, scope being too narrow (focussed on symptoms & trivial problems), misplaced trust, fears, underestimations...
Koribisubizo's most important activity/engagement in service to the people of Rwanda is to fast-track modernization, from roots, grassroots, individuals, families, households, homesteads, teams... to our largest organizations including the managers and leaders of the 14 (and more...) institutional roles and responsibilities and the 23 (and more..) cabinet/ministerial leadership roles on a daily, weekly, monthly basis.
Let us go beyond bureacratic routines/officialese and shift totally to home grown solutions, like when foreign nations failed, we remembered Gacaca!

Action Plans are documents that list what steps must be taken to achieve specific goals. Action plans break the goal(s) down into actionable steps (legacy tasks...) that can be easily followed and tracked. From Vision up, up... to Action Plans. Any activity, any endevour... must start and end with some form of legacy planning.
Where legacy (People... ) planning ends, digital (Data...) planning takes over - begins.
