NST-II lists 14 institutional roles and responsibilities (Parliament, Cabinet... to Local Government Ministry & Institute of Statistics). Koribisubizo has had a brief interaction with National Umushyikirano Council (...through a few events). By nature of their structure and reach, these 14 roles and responsibilities are too far to/from grassroots. The closest they go down to villages is through local administrative structures which never, never arrive to deliver!
Koribisubizo's prime and overarching "purpose and intent" is to take the leaders of the 14 (and more...) institutional roles and responsibilities to grassroots at least once each month (D-Day Umuganda) and for a few minutes on other days (Day-to-Day Umuganda) to think and take action to start and advance citizen participation for self-determination, as prescribed in laws, policies and best practices...

Joint Action Development Forum (JADF) is "closest insitution" we seem to get to "village households", So, therefore, included in this Koribisubizo national engagement journey.

To track people and performance (Legacy jobs/projects...) - you need to back-trace Action Plans down/up to Vision... the seven elements of strategic planning.
Vision > Mission > Core Values > SWOT Analysis > Goals & Objectives > Strategies > Action Plans
Strategy is a judicious mix of elements of vision, mission, values... that result into decisions of coherent goals and objectives. It is the coherence of objectives and goals (A measure of strategy...), that lead to action plans. of goals Vision up, up... to Action Plans. Any activity, any endevor... must start and end with some form of legacy planning. After Institutional leaders (Accountables) establish/set the core values, the high level professionals (responsibles) are summoned to take it further into strategy/analysis for better allignment of goals, objectives... decisions of resource allocations... are all iterations of a strategic process.
Digital Transformation is a Strategy. Legacy planning at institutional level is all that is currently possible, but digitalization (...use of computers and software tools in the processes) is possible. Individuals who understand and think in Systems, however, will be Digital transformation leaders/drivers by striving to, and to always insist on applying data-driven decision making downline/upline their organization hierarchies.
